Sir:
We respectfully submit the following recommendations.
1. A provision should be added to require all online platforms engaged in electronic commmerce to be domiciled or registered under Philippine Laws.
2. In the absence of such domicile or registration of business in the Philippines, that the business be block from doing business online.
3. We fully support the joint and solidary liability of the online platforms and the merchants or service providers in the compliance of the Consumer Act, Price Act, Intellectual Property Law, laws in internet and privacy security as well as financial services .
4 . We suggest to revisit the creation of a separate E Commerce Bureau.
Instead, there are two Bureaus/offices in the Department of Trade and Industry that may be restructured to act as the implementing agency of the Bill, i. e. the E Commerce office and the Fair Trade Enforcement Bureau.

4. On digital privacy, data and information obtained from consumers should not be shared by online sellers and it may be necessary to increase the penalties for violation of digital privacy.
5 . We suggest to revisit the creation of a separate E Commerce Bureau.
