Sir/Madam :
The Laban Konsyumer Inc. , a non stock and non profit
consumer advocacy group is a registered entity, a recognized
consumer organization of the Department of Trade and Industry and
a full term member of the Consumers International .
On SB s 14 and 921, the opening of the retail market
opens up more choices for consumers in buying goods and services.
The capital threshold of the Retail Trade Law had been overtaken
by online commerce that cut across borders and countries .
Our existing retail industry are well entrenched and
competitive . There are abundance of foreign brands sold in the
retail market thru licensing , franchising and other contractual
arrangements. The proposed USD 200,000 minimum paid up capital
stock or more than Php 10. 5 million qualifies the foreign
retailers under the Medium Category , and thus will not impact or
affect the business of micro and small entrepreneurs, the latter
are in a totally different market segment .
For the record , the Laban Konsyumer Inc. served as
Co Chair of the TWG of the House of Representatives on similar
Bills heard and taken up in the 17th
Congress. We learned that the counterpart House committee had
approved the Bills in the 18th
Congress.
In fine, we support the enactment of the Bills.
