Subject : Maximum Retail Prices of Medicines Part II
SIR:
The Laban Konsyumer Inc. is a non stock and non profit registered
corporation . Its vision is to strengthen consumer advocacy and
enhance consumer welfare . We are a registered consumer
organization of the Department of Trade and Industry . We are
also a full term member of the Consumers International.
The Laban Konsyumer Inc. participated in the public consultation
last July 31, 2019 . In that session , we publicly addressed the
stakeholders present on the justification for the enactment and
issuance of an Executive Order on Part II of the Maximum Retail
Price for Medicines . We therefore incorporate in this letter the
whole transcript of the Laban Konsyumer Inc. statement of support
on this proposed MRP Part II for Medicines .
In brief, we stated that it is the constitutional duty of the
State to ensure access to health care services at affordable
prices to all classes of consumers . As such , the MRP Part II
shall expand the right of the consumers to information as well as
widen its choices on affordable and quality medicines .
Sir, lowering the
prices of medicines is happening as well in advanced economies
and countries like the United States and Canada. What more for the
Filipinos where at least 40% are considered poor Filipinos. The
Philippines should remain steadfast in this advocacy . The
pharmaceutical industry can weather the proposed MRP Part II and
shall continue to thrive and profit. We should not believe the
threats to access and innovation. This industry is up in arms
against the giants of the world economy . We should not be allowed
to be the whipping consumers.
Finally , we wish to express our
sincere appreciation to you,Undersecretary Domingo , the Price
Advisory Committee led by Dr. John Wong who helped DOH analyze the
market and made recommendations on the most appropriate pricing
policy and your Health Regulation Team led by Dr. Anna Melissa
S. Guerrero, MD,MPH ( HTA ). for the concrete efforts and
contributions in the preparation and execution of the MRP Part II
which shall benefit millions of Filipinos.
