NFA revises palay buying, rice marketing modes
The National Food Authority (NFA) will employ new ways to make it more responsive and effective under the Rice Tariffication Law regime.
The new strategies and initiatives were discussed and approved during the recent meeting of the NFA Council (NFAC), chaired by Agriculture Secretary William D. Dar. These include:
1. The NFA's credit line was renewed with the Development Bank of the Philippines (DBP) and Land Bank of the Philippines (LBP);
2. The NFAC approved the revised corporate operating budget (COB) of NFA for 2019, as its mandate was recrafted due to RA 11203 or Rice Tariffication Law; palay procurement target was increased - from 389,000 metric tons to 1.140 million MT to meet the 15-day buffer stock; NFA organization was restructured, allotting budget for separation package for retiring employees; and hiring of consultants to recommend optimal buffer stocks.
NFA shall no longer divest its properties and warehouses as these could be used for buffer stocking.
Reduction of selling price of NFA rice for other government agencies to P25/kg. These include the Department of Social Welfare and Development (DSWD), Bureau of Corrections (Bucor), Bureau of Jail Management and Penology (BJMP), and local government units (LGUs).
Reduction in the selling price of NFA rice to accredited retailers from P25 to P23/kg, but still will be sold to end-consumers at P27/kg. Hence, higher profit for retailers, and NFA can sell its stocks faster.
NFA will now supply rice worth P600 to 4Ps beneficiaries.
The NFA has put up 558 palay buying stations, 247 more than the previous 311.
NFA's palay buying activities will focus on the top 10 rice-producing provinces, namely: Isabela, Nueva Ecija, Cagayan, Tarlac, Pangasinan, Iloilo, Camarines Sur, Negros Occidental, North Cotabato and Zamboanga del Sur.
It will also buy palay in Oriental and Occidental Mindoro and other traditionally high rice-producing areas.
NFA will also coordinate with LGUs so it could use their gymnasiums, especially in places where there are no NFA warehouses.
